The diamonds generally appear as larger stones than they are, and because smaller stones are easier to get hold of than large ones, they are a cheaper option.

Another way to keep costs down is by using a combination of different stones. Setting the diamond among side stones will make it appear larger. You can either choose a different type of stone entirely, or lesser carat diamonds for the side stones, and these will detract from the size of the centre diamond.
